Drawing on a range of
ArtWorks commissioned research, the paper acknowledges the different types of
organisations taking these roles and explores the key issues of expectations; recruitment;
quality factors; and the provision of training and continuing professional
development. Grouping employers as ‘creating organisations’, ‘buying
organisations’ and ‘artist commissioners’,

‘Understanding Demand’
considers the challenges of the current economic context while looking at opportunities
for developing effective relationships for mutual benefit between employers and
artists.

In conclusion, the paper
offers ways employers can ‘lead from the front’ in improving how participatory
arts as a sector is valued and participant experience enhanced.This is an extremely useful document for providers of participatory arts to consider their offer from the employers point of view (‘creating
