Office for National Statistics to include arts and culture in Measuring National Well-being domains and measures

The aim of the Measuring National Wellbeing (MNW) programme is to, ‘develop and publish an accepted and trusted set of National Statistics which help people to monitor national wellbeing’. The Office for National Statistics (ONS) has reviewed the measures it applies to wellbeing and, following a period of public consultation has added five new measures including arts and culture.

According to the ONS, consideration was given as to whether the measure should separate arts and culture or combine them and whether a combined measure would prove too broad a measure to be meaningful. Another consideration was whether the measure should cover engagement or participation. The exact measure which will be applied is the ‘percentage of people who have engaged with, or participated in, arts or cultural activity at least three times in the last year.’ These figures will be drawn from the ongoing Taking Part Survey conducted by the Department for Culture, Media & Sport (DCMS). The measure excludes ‘reading for pleasure’ as this was thought to have covered most people.
